Governor Martinez Orders Flags Flown At Half Staff In Honor And Mourning
Of Representative Stephen Easley
Santa Fe – Governor Susana Martinez has issued an executive order for flags to be flown at halfstaff from sunrise to sunset on Tuesday, August 20, 2013 in honor and mourning of State
Representative Stephen Easley who passed away August 14. Representative Easley served the
people of the 50th House District.

FLAGS FLOWN AT HALF STAFF IN HONOR AND MOURNING OF
REPRESENTATIVE STEPHEN EASLEY

WHEREAS, Representative Stephen Easley, who honorably served the State of New Mexico as an
agency executive and Member of the House of Representatives, passed away on Wednesday,
August 14, 2013, at the age of 60;

WHEREAS, Representative Easley was born in Indiana and earned his Bachelor’s degree in Spanish
from Purdue University, and his Masters and PhD degrees in Biological Anthropology from
Washington University;

WHEREAS, Representative Stephen Easley, served one session of the legislature representing
District 50, which includes portions of Bernalillo, Santa Fe, Torrance, and Valencia Counties;

WHEREAS, Representative Stephen Easley’s legislative achievements include a bill that was signed
by Governor Martinez to designate the Resource Geographic Information System (RGIS) within the
Earth Data Analysis Center (EDAC) at the University of New Mexico (UNM) as the state digital
geospatial data clearinghouse, and a bill to require underground utilities to provide a positive
response that allows excavators to verify whether all affected pipeline and underground facility owners or operators have marked underground utilities prior to commencing excavation by reliable
means of communication to the one-call notification system’s positive response registry system;

WHEREAS, Representative Stephen Easley advocated for advancements in telemedicine and access
to behavioral health services;

WHEREAS, Representative Stephen Easley was a passionate and serious orator when debating
issues in committee and in the House Chamber, but he also had a sophisticated wit and provided
some of the more entertaining and humorous moments on the House floor;

WHEREAS, Representative Stephen Easley was an expert in Information Technology and used his
expertise to better the state of New Mexico, including holding the Executive responsibility and
oversight for IT operations and security for large state systems, networks, and agencies: Chief
Information Officer for the NM Department of Public Safety; Chief Information Officer for the NM
Governor’s Office of Workforce Training and Development; State Director of Information Security for
the New Mexico Office of Homeland Security; and Deputy Chief Information Officer for the State of
New Mexico;

WHEREAS, Representative Stephen Easley was passionate about public Service and;

WHEREAS, Representative Stephen Easley is survived by his wife, Sue; two daughters, Elysa and
Ellyn; their husbands, Jeremy and Nathan; and two granddaughters, Avery and Keira.

NOW, THEREFORE, I, Susana Martinez, Governor of the State of New Mexico, by virtue of the
authority vested in me by the Constitution and the Laws of the State of New Mexico, do hereby
order that all flags be flown at half-staff from sunrise, August 20, 2013 to sundown August 20,
2013, the day Representative Stephen Easley is laid to rest. The thoughts and prayers of the people
of New Mexico go out to his family as well as a heartfelt thank you for his service.
